It's worth reading Schneier's The Security of Checks and Balances. I wonder if anything can reverse the power of the executive branch. UPDATE: I had just read Neal Stephenson's Inteview on Slashdot and his hilarious answer to "In a fight between you and William Gibson, who would win?" somehow made me type Sterling instead of Schneier.
